This website guarantees the top ten, that is a tactic of some small piece of crap company, but this is Network Solutions… what is the catch?
It’s the usual scam in that they get to choose the list of keywords.

I wouldn’t recommend this service. There are two catches:
1) As another answerer mentioned, they get to choose the keywords. For $1800 I could easily get you into the top ten on Google for keywords I get to choose.
2) They don’t specify which search engines you will be in the top 10 on. The exact wording is "Network Solutions guarantees a minimum number of top ten listings in one or more of 12 search engines". Some search engines are easier than others to get into the top 10, but they’re usually the ones that won’t get you as much traffic.
In my opinion, companies must do keyword research themselves. You know your customers and how they think better than any SEO consultant. You are in control of the content of your web pages, and can adjust the content to match the keywords you choose, while maintaining exactly the impression you want your customers to have of you.
An SEO consultant could be useful after you’ve done keyword research and written quality content, to optimize your pages and create relevant backlinks. But those are also topics you can do yourself, and should at least know enough about to know if your SEO consultant knows what they’re doing.

Nobody can guarantee anything with regard to Search Engine ranking. Not unless you know the algorithm of the most popular search engines. There’s no guarantee. I wouldn’t spend any money on that.

No one can guarantee top ten placement. Its impossible to guage. I have never used this service, but perhaps the catch is this: it doesn’t apply to highly competitive keywords like Poker or Porn, or your keyword has to be at least 3-4 words… which in that case would be easy to rank for.
